How Can You Balance the Needs of Different Constituencies?

Having high visibility is important, and being able to access as many people as possible in dense urban areas is also important. How do you balance the needs of various constituencies when they might conflict? It's not like forest park, where you can be like, oh, we're going to put this over here. You know, it's just one little space rat it's a balance,. And that's something that i think will continue to navigate and find solutions for.
