In 1940s Yenan, Mao was by then the unchallenged top guy. Joe wasn't a dictatorial type or power hungry but even so he was a very respected senior party leader. He may not have had aspirations to lead in the sense that Mao, Chianghua, Tao, Boa-ku, Wang Ming and others did. But his words mattered and carried a lot of weight.
