Russian Tolerance for Targeting Civilians
Early in the conflict they came with pretty strict rules of engagement, perhaps expecting to just roll into the country without facing major opposition. That seems to have changed, at least to a to an outside observer,. although i warrant welcome correction on that course. The other area where we have seen, or at least seemed to see again, throughth this foggy lens, has been in russian tolerance for targeting civilians.
