The Problem With Patching
The NSA had found a vulnerability in Microsoft software, and we don't know how long they've been sitting on it. But at some point last summer around August, a number of tools and vulnerabilities that the NSA had developed showed up on a website by a group that called itself the Shadow Brokers. We don't know exactly how and made it into the hands of people who then took the vulnerability and used it to go develop the tools that created this ransomware.
