The pandemic exposed something not just about Boris Johnson's government, but about our state. We're one of the only democracies in the world left with no written constitution. It was like a palace where patronage was being handed out and rules were being ignored. If we don't face up to it, then there's no reason why if there's another emergency, whether it's war or terrorism or an economic shock, that we will go through the same thing again.
