The Dangers of Nuclear Weapons

Local fog is within 50 to 500 kilometers from ground zero. That's where all the large particles are going to come down. And then you've got regional fallout, and that's 500 to 3000 kilometers. You can't really have a secret nuclear test because the world will notice. What is an acceptable amount of radiation? Which I feel like I cannot get a firm answer on.
