The nineteenth amendment was passed in 19 20. It's not actually an affirmative promise of the vote to women, but it's a bar against those laws that had limited the vote to men. So why didn't ot apply in impractice, in reality, to black women? Turn back 50 years earlier. Black women should be coming to the poles in their fulness.
