The Relationship Between Land and Sea
Grosius began simply, at least in his initial work, he articulated this idea that you have to look at the natural properties of the ocean. He said it's really the properties of the one that dictated how we might engage with it. But then he went on to change his ideas a little bit and he recognized that it is actually possible to control some parts of the sea. In modern international law, that principle has been carried to a further extent. So if you have control of the land, you can have control of some selumphed sea around it.
