Are They Checks and Balances?
The question is, should Delhi as a state? No. Right? Interference from the center. That is the core question here. And I don't know if that- I think Australia, in Canberra, they've gotten over the Swamabharth in Pakistan. But- Making the capital and that's like a separate area, like the Vatican or something. And you can do what you want there and let Delhi be a proper state. You take a push back. Are they checks? Are these real checks and balances? Or is this just the fact that- It's on paper, huh? Say.
