The Federal Reserve tries to lose 20 percent in a given month, 1 percent of the time. In some ridiculous number of like hundreds of months, whatever, they have hit the mark four times for like 1.2 percent. So their objective is to actually be at a place to where their system is running at a certain level that they know they can't withstand or stop losing potentially 20 percent every month.
