Drug War and Drug Policy Reform

Can we recognize that the drug war and pharmaceutical policy are connected elements of a single unequal system for providing and regulating psychoactive drugs? I mean more broadly for the entire Organization of this country. What's directly killing people right now in such extraordinary numbers Isn't so much drug addiction which might be a necessary condition, but not a sufficient one But rather what's killing people is an unregulated drug supply.
