The chinese position on this has always been that theth don't want to see the humanitarian crisis unfolding. But they have never condemned the russian invasion and say that they disagree with putin's action, so that it shouldn't be happening. The attempt to remain neutral and sit on the fence from china does not fly in washington at all.
