At the moment if they don't meet the criteria then they can be sold on the open market and sometimes private collectors very generously lend items to museums but there's no automatic process for that happening. If they define treasure then museums get the opportunity to acquire them and the people that find them are eligible for a reward so they end up in a museum where they can inspire and educate people for generations to come.
