The reference to Antioch in Acts 2 shows that ethnic Jews were living out among the nations. Of course, God knows that and it's part of the providential plan to have these people hear the gospel message, believe it, and then transmit it. But we're still in the context of this sort of Jewish framework that's going to shift when we get with Paul.
