Brenner's idea is that economy-wide stagnation since the 1970s can be explained by what he calls a kind of chronic over capacity. He says there's too much productive capacity in the economy which means naturally that people won't invest in new capacity. Brenner: "I would not expect that after the pandemic we'll see a return to sort of chronic overcapacity"
