A group of local justices of the peace or magistrates then ride out to do something about you know this act of defiance against the government. So there's a kind of parlay between these gentlemen and the heads of the protesters who are very sort of yeoman farmer types if you like. From that moment onwards their numbers simply swell more and more people come into the village and join them. Exeter itself will soon be placed in a really difficult position, says author David Walliams.
