The International Dimension in Talking About India's Nuclear Program

I think the international dimension is really important when we talk about any national nuclear program in general. Even the first successful nuclear program or project, the Manhattan Project, was officially a trilateral endeavor; it would have not been successful without immigration of scientists and engineers from continental Europe. So I find that India's nuclear program was able to maintain the Plowshares dimension, on the one hand, which is the nuclear energy of civilian side, and the Swords dimension, which is,. I call it swords, but eventually the military dimension.
