Is the Chinese Communist Party Spoofing Our Sensors?

A lot of what's out there, have you noticed, is on government cameras? If you were going to engage in a system spoofing operation for sensors, thermal, IR, visual, whatever it is, radar, wouldn't you want to target it at government affiliated aircraft? I find that explanation, at least for some of these incidents to be quite possible. Is this our technology?
