The Environment in a Water Market Place

The Australian example is very much about how do we enable the environment to enter into a water market place in the same way that any other buyer or seller of water would be entering. So it sets up quite a different style of market. And the environment becomes a competitor with humans in a way that it's not really under the other circumstances. It's got such a strong interest in acquiring that specific good for its own sake, not just to prevent humans from producing it.
