NATO is an alliance and in order to have full membership, all of the member states must agree. That said, any member state can enter into other alliances with other countries including multilateral alliances or even short of a formal alliance. To some extent it is already happening without anyone having actually announced it because for example in Finland there is constant exercise activity. There has been since the application was handed in and Brussels,. It was quite impressive actually end of May 2022, the Finnish Defense Minister announced 20 new exercises for 2022 only.
