Jane Toppen was a nurse looking after sick patients, or people that she made sick. The black widows lived in a poor community with higher mortality rates. They were immigrants from Ireland and first generation, the Vipudleans. It was a no-go area for the police and the authorities. So not only was death more likely in that community, but the deaths were more unlikely to be investigated.
