Some of these acts that can certainly constitute terrorist acts can also be construed given the context of an ongoing armed conflict as war crimes. The question of whether we should also have some degree of extraterritorial or universal jurisdiction for war crimes, that's a super hard one. We already have this jurisdiction. And look, I don't think the Ukrainians are likely to want to turn over high value war criminals to us and nor should they.
