Is There a Ton of Research on Perpetrators?

An editor of a journal about psychology and violence was quoted as saying that they receive about 10 papers on victims of sexual violence for every one paper on perpetrators. If you're not really studying the perpetrators it becomes much harder to understand the motivations behind sexual offenses, he says. Is it really the case that there's not a ton of research on perpetrators and if so why is that due to practical difficulties in conducting research on prison populations or something else? What are your thoughts on that? I think there's multiple factors at play here.
