The filibuster began as a way to protect the slave power and slaveholders from progress. It was almost exclusively in its first century or so of use for anti civil rights purposes. As you look at the sort of the agenda of the republican party to day, on uncertain issues like voter suppression, this still seems to be at the centre of it.
