Is the Training Working?

The French and Germans have an outsized capacity to influence both EU accession, entering the EU and NATO as well. They weren't ready either from a military perspective to deliver. We were working to train them. I think that's made a difference in this fight as well. One of the things we can see is when you're in the mushy middle, there's real risk.
