Nandazin: Tang Shan has a very complicated history with gangs and gang violence. The government was like, okay, yeah, we got to do something. So they launched a full-scale campaign to crack down on gang violence. He says the average age of those that were executed were 20 years old. Nandazin said some people thought it could rehabilitate these quote kids who had just been lost.
