The Duty of Prevention Is Critical
The genecite convention has buried within it a lot of language that is very difficult for a criminal lawyer to use effectively. There are some criticisms of the establishment of this exterritorial obligation with respect to jenicide in particular. But this proposed convention would establish an exa territorial obligation to prevent crimes against humanity. And because they're so nervous about calling things genisine, we want to allow for crimes against humanity to be there as this new window of prevention before an atrocity cascade really spins out of control.
