The Product Owner Is Entrusting a Team With a Responsibility
The product owner can make a list of some things that might address the problem and ask the team to do them. This is entrusting a team with a set of tasks, even when they're expressed as user stories. Because the product owner defined the steps, the product owner retains responsibility for whether the goal is achieved. The more a product owner can give responsibilities, rather than outlined detailed tasks,. the more creativity the team can bring to achieving the goal.
