What Sort of Merchants Are Getting Licenses?

The papacy issued licenses for people to trade with the Crusades. The process of getting a license is very different from person-to-person. But some merchants travelled all the way to tavignon in order to get one. Some were also ambassadors, who would go to the papacy on other business and petition for these things.
