Is Russia a State Sponsor of Terrorism?
There have been calls for Russia to be designated as a state sponsor of terrorism. Biden has said that this is not something that we are interested in doing because it might imply to Putin that we areinterested in regime change. But if the administration can't do the SST designation, maybe you let the air out of that balloon by saying, okay, but the Russian backed groups in eastern Ukraine, we are going to designate them as terrorist organizations. And so we're not going to jump the whole river, but we will wade into it. It could actually create real problems if Russia were designated for US ability to freeze, keep frozen Russian assets.
