In Mexico what I see as a big sort of problem or limiter is just that there's significant safety issues in a lot of the country even within cities. Portugal has like a similar kind of problem where people who are coming in for tech reasons pretty much just want to live in Lisbon or Kashkesh and so again you get this big carrying capacity problem. Even if the locals were totally fine with it you can just only take in so many people there logistically in terms of road structure.
