In the third world they didn't necessarily lay landlines everywhere, they just gave everyone a cell phone. There's this leapfrogging effect which is because they didn't have a working landline system. When cell phone technology became available in many places in poor countries without working landline systems that was actually adopted more explosively than it was in the first world. Working landline infrastructure you can just substitute that for working legal infrastructure.
