Why Didn't You Go Through?
Saraso: I can't remember the first flight i took. The answer is february 20 21, right? Exactly. And so the quest here was, why didn't you go through? Because nobody can dispute. There was no notice and comment rule making. In other words, no rule making process under the administrative procedure act.
