A Brief History of the Football Association

Arthur Pember was elected president of the Football Association in 1864. He had never attended a public school, and he got to work laying down the law. It took five meetings and a lot of heartache, but in the end Pember got his rulebook. The laws of the game were sold for a shilling apiece - published as an easy to carry booklet.
