Cromwell never showed any interest in colonies, apart from shipping off captured royalists and Irish as short-term slaves. But he does give a tremendous boost to what's going to become the British Empire by capturing Jamaica. The effect of the republic on educational provision is absolutely minimal. And it's not that great a time for innovation either in science, economics.
