We can do that with existing technology but there will be elements where its wealth-creating which need subsidies or tax exemptions. So i've no qualms in saying, let's increase the tax on the petrol vehicle at the same time as i make the electric vehicle tax exempt. And you could do that across the board. If everything we know about human behaviour will change, that's our best chance of getting it to work.
