David Gergen: Joe Biden should have called his son and said, you know what, son, I know you're going through it rough time. And also, why is it just out of curiosity, the mayor of Moscow's wife gave you a son three and a half million dollars? What did he do to deserve it? The idea that he was somehow in charge of billions of dollars is ridiculous; people thought that that was some kind of an insurance policy.
