In June 1944, there was this operation called Operation Migration named after a Georgian general. This dwarfed Adidas in terms of scale. The British and Americans held a view before the war began that bombing civilians was a crime. And then Churchill at the end of March says, maybe we should revisit the idea of bombing simply for the sake of terror.
