In Brazil, the loyalties of the military and of the police are very much in question. Brian thinks disruptions like that could become more common as Lula starts to crack down on the January 8th rioters. I don't think there's any chance that the military will roll in and kick Lula out of office or try to do so, for example. But there are lots of bad things that can happen in a country like Brazil that falls short of being a coup.
