The Climate Change Era From 1988
In the late 70s, it reached the level of presidential attention. President Carter in the United States convened some blue chip scientific panels to study the phenomenon. The 80s were a kind of a lost decade in terms of climate change and any attempts to deal with it because Ronald Reagan became president. After 88, what was telling was that George Bush was running for president and he famously said that those who are worried about the greenhouse effect haven't heard of the White House effect.
