Neo liberals wanted to leave sovereignty of the nation state. They see a virtue in political fragmentation, matched by global economic interdependence. Democracy does work to preserve certain level of stability from year to year and decade to decade. But it always had the threat of tipping over into legitimizing infringements on the right of capital and free trad to exist.
