The Importance of Rent Control in New York State Law
HIV and the stigma that is sort of, you know, obviously like influencing everything. You have this kind of deliberate strategy towards respectability that emerges as almost like a stop gap response to people being evicted. Rent control becomes increasingly difficult to justify on economic grounds alone. landlords basically start making the argument that they can't maintain buildings. They can't protect their tenants. And that's why you see things like the Bronx burning.
