In the subiet period, access was granteda through sort of either those political priorities or through informal that works. There's a lot of informality in the subjet planned economies. If you knew somebody who knew someone high up, or who ran the store networks, gave gave people access. And some foods are incredibly expensive and not available for the majority of russians.
