The harbor news association was a group of six new york papers that realized they were racing and competing with each other to get just a tiny edge in terms of collecting news as it was coming in on ships. The same thing would happen with the telegraph. There was this sort of recognition that we could come to an agreement where we would share any news that we collected with each other, and we would then exclude anybody who did not participate in the arrangements.
