Right when we have a case such as russian ucrane, which the cranians are trying to wedge into the genecite convention in order to plead their case before the international court of justice. The thing that an interstate treaty does is it just provides a much more serious capacity building prevention focus. There could be a monitoring mechanism where you'd actually have like the torture committee or esurd committee,. You'd actually have a body looking at the commission of crimes against humanity, or allegations with respect to that, in real time and able to respond. So we have a building block, and we just need a lot more capacity.
