The Importance of Active Inputs in a Modal Experience

Alexa, can there be active and passive inputs in voice assistants? I'm just wondering about the whole thing with when I'm knowingly giving instructions to something. How do you know that devices aren't listening and trying to take action on ambient cues they've heard? If we ever get to that point, customers will have a great additional cognitive burden.
