Is There a Way to Slow Down the Transition to a Network Age?

So a couple of questions i have are, what steps do you think that governments, or other people in power, whether theyre technology companies or a larger state,What steps are they going to take to try to hold power in this traditional method? And the second question, do you think those steps are going to slow down this transition to a network age, or actually catalize interest in it?"
