The Cold War and the Rise of the Intelligence Service
There are two answers that. One is, you know, countries invariably construct intelligence agencies when there are threats perceived al real and er. You can look at totalitarian states, and often their intelligence services were more domestic focus than foreign ones. But fundamentally, in all countries, they are there to protect the country, to watch out from threats, as i say, for good or bad,. And so there they're really wrapped up in the role of state building and state preservation.
