The nomy was methodically decentralized. That is, more decision making authority went from the party center to the provinces, cities and towns. The idea was to take the political shackles off local cograce who knew better than these modern day manderin bureaucrats up in bay jing about how best to grow their local economy. Central planning was shunted, and what was best for each local was determined by local authorities. It sounds good, but it wasn't.
