Local Government vs Westminster Government
In local government, there's no separation between legislature and executive. Government then has a whole lot of powers that don't depend on parliament at all. That means it is possible for minority administration in an ine local government to do effectively anything at all. It's got to have the agreement of another party. In westminster system, save to the extent that decision con be taken where there is no vote in the house of commons. And i think what it all boils down to is, i think it's much easier to see how a functioning minority government can remain in office without any formal deal with the other parties.
